CFC vs
Travelers: How Do They Compare for Business Insurance?
CFC offers broker-distributed technology coverage from startup through multinational stages; Travelers pairs CyberRisk Tech with international programs for overseas staff and locations.
An Overview of CFC and Travelers
A U.S. startup signing its first overseas customer should distinguish worldwide liability from cover for foreign employees or premises. Travelers markets CyberRisk Tech and international programs; CFC’s technology page addresses startups through multinationals. Choose CFC for a technology package; choose Travelers when foreign staff or locations need local policies. 30 48 1
What Stands Out About CFC and Travelers?

Travelers at a Glance
- Startups and established tech companies can explore CyberRisk Tech, which can combine cyber and technology E&O. 30,33,31Company-reported. Company-described audiences on technology and small-business pages. Marketing to a class is not underwriting approval, and eligibility remains quote-specific.
- Buy through an independent agent; many small accounts can be quoted and issued in an agent platform, while specialty technology risks need underwriting. 35,52,30,32,58,51Company-reported. Application path described on contact, agent-locator, technology and 10-K sources. Automated small-commercial issuance is not evidence that a technology, D&O or cyber submission will quote or bind the same way.

Keep the Technology Comparison Separate from the Overseas Program
Travelers describes CyberRisk Tech with technology E&O, privacy/security, media, regulatory and breach-response agreements. CFC’s technology brochure describes E&O, cyber, media/IP, general liability and contract-related features. Compare the actual insuring agreements for the startup’s services, including where claims may be brought; a list of covered territories alone will not answer every contractual requirement. 32 2
Travelers separately describes Global Companion Plus+ and controlled master programs. Its US Global Companion Plus+ product is described as non-admitted, with international network arrangements discussed separately. Do not present that US contract as proof that a local admitted policy has been issued for a foreign subsidiary. CFC’s multinational customer description likewise does not document a complete local-policy arrangement for this buyer. 49 48 1
Surrounding Coverages May Come with Dependencies
Travelers’ technology catalogue lists property, workers’ compensation, commercial auto and umbrella as well as cyber. Its umbrella page says coverage typically requires underlying Travelers primary insurance. CFC markets excess options that can consider another insurer’s underlying policy. These are different published structures, not a finding that either will accept the proposed underlying program. Have the broker identify which policies must move together. 30 55 18
California regulator listings for Travelers concern named insurers, not every CyberRisk Tech or international form. CFC’s California technology route remains unresolved in its public disclosures. A domestic admitted insurer’s presence should not be used to settle either the technology product’s status or foreign local-policy requirements. 59 60 4
A Portal Feature Is Useful Only If This Account Receives It
Travelers describes MyTravelers billing, documents and claims tools, but the MyTravelers page lists real-time certificates without a segment footnote; separate footnotes qualify display of limits, deductibles and policy changes, and adding additional interests while creating a certificate. CFC Connect is a broker portal; its cyber response service has a different purpose. If overseas contracts generate frequent certificate or endorsement requests, ask the appointed broker to demonstrate the applicable process rather than infer it from either platform’s existence. 47 6 7
What Should You Confirm in CFC and Travelers Quotes?
- Which countries, entities, services and claim jurisdictions are covered by the technology form, and which need separate local policies? 48 49 1
- Does an umbrella or international proposal depend on moving underlying policies, and what insurers and placement classifications apply? 55 18
- Can this account use the advertised certificate tools, and who handles foreign endorsements and urgent customer requirements? 47 6 7

| Criteria | CFC | Travelers |
|---|---|---|
| Coverage lines | Technology companies can compare a package of E&O, cyber, media/IP and general liability, including client-contract breach exposures; the quote and wording determine which sections and exclusions apply. 2Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. Businesses can compare CFC’s Proactive Response, admitted cyber, Corporate cyber and cyber excess options; an admitted label does not establish California eligibility or identical wording. 9Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. CFC lists D&O, EPL, fiduciary, crime and Side A DIC excess; however, its US management-liability brochure declines California-domiciled business, so these catalogue items do not establish California access. 10,11Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. If you need IP defense or enforcement costs, CFC separately markets intellectual-property insurance, including patent exposures; compare that policy’s scope with the narrower IP terms in a technology quote. 14,2Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. Fintech, digital-health and life-sciences companies can ask CFC about sector packages that combine relevant financial, technology or product risks; each requires its own underwriting and terms. 23,19,22Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. CFC’s broader US catalogue includes professional E&O, property, general and media liability, medical malpractice, product recall, kidnap and ransom, and umbrella over selected lines; these are not automatically part of a technology policy or available in California. 12,13,21,20,16,15,18Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. Companies pursuing an acquisition or secondary-liquidity transaction can ask CFC about representations-and-warranties insurance and buyer, seller or liquidity solutions; these are transaction products, not ordinary operating coverage. 17Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. Businesses with specialist exposures can explore CFC’s carbon-credit, CORSIA, sexual-abuse, terrorism and marine offerings; a US catalogue listing does not establish California access. 25,26,27,28Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. | On its technology pages, Travelers lists CyberRisk Tech (technology E&O and cyber options, including media and regulatory-proceedings agreements on the cyber page), Global Companion Plus+, general liability, commercial property, workers compensation, commercial auto and umbrella. Other current offering pages list a small-business technology-services BOP, management-liability lines (D&O, EPL, fiduciary, fidelity and crime, kidnap and ransom), professional E&O, inland marine including cargo, equipment breakdown, surety and commercial umbrella/excess including a Northfield surplus-lines option. 30,32,31,37,56,42,44,43,55Company-reported. Marketed catalogue from product and service pages accessed 16 September 2026. Labels are not policy wording, limits or endorsements, and not every line is offered in a combined technology package. |
| Availability | California buyers should confirm product eligibility and current license authority before applying: CFC reports all-state producer licenses and surplus-lines authorization in four states, including California. It identifies CFC General Insurance Agency, Inc. as its California licensing name; this disclosure was not independently checked. 4Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. California-domiciled businesses should look elsewhere for the described management-liability product, and standalone EPL is also listed as declined. This restriction applies to the January 2026 brochure’s offering, not every CFC product. 11Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. Ask CFC for a current California eligibility answer before spending time on a technology application; reviewed pages do not establish the route for a particular startup. A 2023 admitted Tech E&O announcement does not supply a current product schedule. 1,2,3,29Not found in reviewed sources. California technology-product access only. General producer authorization is separate from product eligibility. No live quote or state filing was obtained. | Travelers describes Business Insurance as offered primarily in the United States, with additional operations in the United Kingdom, Ireland and other markets including Lloyd’s. Domestic business insurance is marketed through independent agents and brokers rather than as a single nationwide self-serve shop for every product. 58,57,50Company-reported. Group geographic description from the 2025 Form 10-K and investor profile. Primary-U.S. operations do not mean every product is available in every state. California’s insurance department lists The Travelers Indemnity Company (NAIC 25658) and Travelers Casualty and Surety Company of America (NAIC 31194) as property-and-casualty insurers with Unlimited-Normal licenses. Travelers’ agent directory also lists agencies in California. Those facts do not establish that a specific technology product, CyberRisk Tech form, BOP class or Global Companion Plus+ coverage is available or admitted for a particular California risk. 59,60,53,48Verified. Admitted-insurer authorization and a public agency directory as of 16 September 2026. No product-by-product California eligibility schedule was found on the reviewed technology pages. U.S. Global Companion Plus+ is described by Travelers as non-admitted and not equivalent to a local admitted policy. |
| Application process | A senior staff member should expect to complete the technology application and send it to a broker; it asks for revenue, funding, subsidiaries, products, contracts, security, IP procedures and claims history. CFC Connect separately supports broker trading and appointments. 3,6Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. | Travelers tells business buyers to get a quote through an independent agent, using a public agency locator. Its 2025 Form 10-K says Select Accounts uses an automated underwriting platform so agents can quote, bind and issue a substantial amount of small-business risks, while more complex risks are underwritten with company personnel. Technology and CyberRisk Tech pages likewise tell buyers to consult an agent or Travelers representative; a direct public bind path for technology packages was not found on the reviewed pages. 35,52,30,32,58,51Company-reported. Application path described on contact, agent-locator, technology and 10-K sources. Automated small-commercial issuance is not evidence that a technology, D&O or cyber submission will quote or bind the same way. |
| Servicing and renewals | Cyber buyers can get threat monitoring, alerts, a response app and round-the-clock technical incident support according to CFC; check the proposed policy for access, scope and conditions. 7Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. Agree on renewal timing, certificate turnaround and account support before choosing CFC; reviewed materials do not specify those commitments for California technology buyers. 6,3Not publicly disclosed. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. | MyTravelers for Business lists online bill payment, claim reporting and tracking, policy documents and certificates. The page lists real-time certificates without a segment footnote. Footnote 1 qualifies display of limits, deductibles and policy changes for Select Accounts and National Programs Commercial Multi-Peril customers. Footnote 2 limits adding additional interests while creating a certificate to Select Accounts and National Programs Commercial Multi-Peril Service Center customers. 47,35Company-reported. Portal and contact descriptions as of 16 September 2026. Feature availability can differ by account segment; this is not a service-quality finding. |
