Travelers Legal Identity
The Travelers Companies, Inc. is the publicly traded holding company. Its 2025 Form 10-K describes the group as providing property-and-casualty insurance through subsidiaries, while Travelers' own disclosures name The Travelers Indemnity Company and other property-casualty affiliates in connection with insurance business.4,3
California DOI identifies The Travelers Indemnity Company as a Connecticut-domiciled property-and-casualty insurer with NAIC 25658 and Travelers Casualty and Surety Company of America as a Connecticut-domiciled property-and-casualty insurer with NAIC 31194. These are legal-entity records, not proof that either company issues every Travelers product.7,8
Travelers Licensing
California DOI lists both insurers with UNLIMITED-NORMAL status, company identifiers 4772-0 and 2444-8, and named property-and-casualty lines. These records establish authority in California for the listed lines. Wisconsin authority was not independently confirmed.7,8,9
The evidence establishes insurer identity and selected state authority; it does not establish product-level eligibility, admitted status, or a complete 50-state-and-DC authority inventory for each affiliate.1,7,8
Travelers Financial Strength
AM Best's August 21, 2026 release affirmed A++ (Superior) financial-strength ratings and aa+ long-term issuer-credit ratings for the main Travelers subsidiaries, including Travelers Casualty and Surety Company of America. The release attributes the group assessment to strongest balance-sheet strength, very strong operating performance, appropriate enterprise risk management, comprehensive reinsurance programs, and additional parent financial flexibility.5
AM Best's disclosure report for The Travelers Indemnity Company (AMB 002520, NAIC 25658), captured on 23 September 2026, shows a Financial Strength Rating of A++ (Superior) and a Long-Term Issuer Credit Rating of aa+ (Superior), each with a stable outlook and affirmed effective 21 August 2026, with affiliation code g (Group) and Financial Size Category XV (USD 2 billion or more). These ratings are AM Best's opinion of that entity's financial strength. They are not a Reliability Score and not evidence of claims-service quality.6
The Travelers Companies, Inc.'s 2025 consolidated Form 10-K reports total assets of $143.71 billion, net income of $6.29 billion, net earned premiums of $43.91 billion, and total debt of $9.27 billion at or for the year ended December 31, 2025. These are consolidated parent-and-subsidiary figures, not statutory policyholder surplus for either named insurer.4
The reviewed public financial evidence is strongest at group and rating-disclosure level. It does not provide a current standalone statutory balance sheet, policyholder-surplus figure, or product-specific capital allocation for each affiliate.4,5,6
Travelers Risk Bearing
Travelers markets technology insurance including CyberRisk Tech, general liability, commercial property, workers' compensation, commercial auto, and umbrella coverage, with availability and policy terms dependent on the product, underwriting, state, and named policy issuer.1
Travelers' producer disclosure distinguishes the Travelers holding group, property-casualty affiliates, and separate entities used for some business units. It also states that commercial insurance is primarily distributed through producers; the reviewed materials do not establish one universal issuer or one universal reinsurance arrangement for all technology risks.3,4
AM Best describes the group as having comprehensive reinsurance programs, but the reviewed sources do not disclose the treaty terms, attachment points, participation shares, collateral, or product-level reinsurance applicable to a particular buyer's policy.5
Travelers Claims and Service
Travelers says business-insurance losses can be reported 24 hours a day, 365 days a year through an agent, online claim reporting, or a toll-free number. Its technology claims page describes a dedicated Technology claim unit staffed by claim attorneys and experienced insurance professionals; these are disclosed access paths and organizational descriptions, not independently measured claim outcomes.2
For technology buyers, Travelers directs prospects to an independent agent or Travelers representative. The technology page describes risk-control and claim-management support, but the reviewed sources do not establish a binding timetable, claims-payment timeframe, or policy-specific service level.1,2
Travelers Regulatory Record
California DOI provides a formal-enforcement database, but this research did not obtain a completed five-year search for the two insurers. Their licensing records do not establish whether there are regulatory findings.7,8,10
Wisconsin authority remains unconfirmed because no current insurer record was retrieved. California licensing findings do not establish authority in other states.9

What We Couldn’t Confirm About Travelers
