CFC vs
The Hartford: How Do They Compare for Business Insurance?
CFC offers broker-submitted technology coverage; The Hartford sells SaaS and BOP policies plus FailSafe technology E&O and CyberChoice through separate routes and state rules.
Introduction to the CFC vs The Hartford Comparison
A SaaS company should separate office property from software-service liability: The Hartford lists SaaS/BOP, FailSafe and CyberChoice under different routes, with California restrictions by product. Choose CFC for a broker-submitted technology package; choose The Hartford for a SaaS BOP or standalone FailSafe/CyberChoice quote after confirming state eligibility. 2 30 43 42

Read The Hartford reviewsKey Differences Between CFC and The Hartford
Start with the Loss the Software Business Needs Insured
The Hartford’s SaaS page presents a BOP foundation, while its FailSafe materials address technology liability, privacy/network security, media and IP features. Those are distinct product descriptions. A customer allegation that the software failed should be tested against technology E&O wording; the presence of a data-breach add-on does not establish equivalent protection. CFC’s combined brochure is also only a description until the proposed form and endorsements are supplied. 30 43 2
The Hartford’s catalogue includes workers’ compensation and other small-business lines, while its management-liability page directs buyers to an agent. The finance team should separate the office and payroll purchase from any board or employment-liability decision, even if one brand appears throughout the proposal. 41 48
California Restrictions Need Their Exact Boundaries Preserved
The Hartford’s EPL page says built-in EPL is unavailable in California and that the described program does not apply to EPL written there. That does not establish that every separately structured California EPL placement is unavailable. CFC’s reviewed US management-liability brochure declines California-domiciled business, a restriction on that offering rather than its entire technology catalogue. Ask each provider directly how it would handle the startup’s employment-practices and board requirements rather than relying on either brand’s broader marketing. 45 11
The Hartford has a California small-business page and independently documented authorization for Hartford Fire. Those are useful route indicators, but do not select the writing affiliate or prove acceptance of a particular FailSafe risk. CFC’s technology-specific California route remains unresolved. 32 57 4
Online Purchase Does Not Describe Every Product’s Route
The Hartford’s public small-business portal shows quote-and-buy steps, and buyers can also use an agent or phone. Its commercial-auto page says that coverage is not currently offered through the small-business online route. CFC’s technology application is returned to a broker. Compare the path needed for the actual insurance schedule, rather than applying an online speed claim to every line. 37 36 46 3
What Should You Confirm in CFC and The Hartford Quotes?
- Is the proposal BOP cyber, standalone cyber, FailSafe or a CFC technology form, and what software-performance claims does it address?
- What specific California EPL and D&O route is proposed, with separate limits and exclusions stated?
- Which lines can actually be bound online, which need an agent, and what producer fees or commissions apply beyond quoted premium?

| Criteria | CFC | The Hartford |
|---|---|---|
| Coverage lines | Technology companies can compare a package of E&O, cyber, media/IP and general liability, including client-contract breach exposures; the quote and wording determine which sections and exclusions apply. 2Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. Businesses can compare CFC’s Proactive Response, admitted cyber, Corporate cyber and cyber excess options; an admitted label does not establish California eligibility or identical wording. 9Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. CFC lists D&O, EPL, fiduciary, crime and Side A DIC excess; however, its US management-liability brochure declines California-domiciled business, so these catalogue items do not establish California access. 10,11Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. If you need IP defense or enforcement costs, CFC separately markets intellectual-property insurance, including patent exposures; compare that policy’s scope with the narrower IP terms in a technology quote. 14,2Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. Fintech, digital-health and life-sciences companies can ask CFC about sector packages that combine relevant financial, technology or product risks; each requires its own underwriting and terms. 23,19,22Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. CFC’s broader US catalogue includes professional E&O, property, general and media liability, medical malpractice, product recall, kidnap and ransom, and umbrella over selected lines; these are not automatically part of a technology policy or available in California. 12,13,21,20,16,15,18Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. Companies pursuing an acquisition or secondary-liquidity transaction can ask CFC about representations-and-warranties insurance and buyer, seller or liquidity solutions; these are transaction products, not ordinary operating coverage. 17Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. Businesses with specialist exposures can explore CFC’s carbon-credit, CORSIA, sexual-abuse, terrorism and marine offerings; a US catalogue listing does not establish California access. 25,26,27,28Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. | Documented Hartford offerings for businesses include a business owner’s policy (general liability, commercial property and business income), stand-alone general liability and commercial property, workers’ compensation, cyber (including BOP data-breach add-ons, CyberChoice First Response and FailSafe Technology E&O), miscellaneous professional liability, employment practices liability, commercial auto and hired/non-owned auto, management-liability packages (Private Choice Premier: directors and officers, EPL, fiduciary, crime, kidnap and ransom), commercial umbrella, employee benefits, and inland marine for midsize and large accounts. Actual forms, limits and availability vary by product, state and underwriting. 30,38,42,43,44,45,46,47,48,50,53,52Company-reported. Product and service pages reviewed 16 September 2026. Educational FAQs were not used as the sole proof of an offering. Marketing lists are not specimen policy wording. The Hartford’s employment-practices page states there is no built-in EPL coverage in California, Minnesota, North Dakota or New York, and that the EPL program described on that page does not apply to EPL coverage written in California. Coverages also vary by state and class. 45Company-reported. Company footnotes on the EPLI page, last updated 26 November 2025, rechecked 16 September 2026. This does not establish whether a California buyer can buy stand-alone or differently structured EPL. |
| Availability | California buyers should confirm product eligibility and current license authority before applying: CFC reports all-state producer licenses and surplus-lines authorization in four states, including California. It identifies CFC General Insurance Agency, Inc. as its California licensing name; this disclosure was not independently checked. 4Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. California-domiciled businesses should look elsewhere for the described management-liability product, and standalone EPL is also listed as declined. This restriction applies to the January 2026 brochure’s offering, not every CFC product. 11Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. Ask CFC for a current California eligibility answer before spending time on a technology application; reviewed pages do not establish the route for a particular startup. A 2023 admitted Tech E&O announcement does not supply a current product schedule. 1,2,3,29Not found in reviewed sources. California technology-product access only. General producer authorization is separate from product eligibility. No live quote or state filing was obtained. | The Hartford states that products are not available in all states or for all businesses, and that listing a writing company as authorized to transact insurance does not guarantee that coverage will be offered. Workers’ compensation pages also say that in some states coverage can be bought only from a state-run program, not from a private insurer such as The Hartford. 31,33,41,38Company-reported. Company availability footnotes and workers’ compensation quiz copy as of 16 September 2026. The reviewed pages did not publish a complete product-by-state matrix for SaaS or BOP. The Hartford operates a California small-business insurance page that lists BOP, general liability, workers’ compensation, commercial auto, commercial property and professional liability and says California buyers can get a quote online or by phone. Hartford Fire Insurance Company is independently listed by the California Department of Insurance as an authorized property-and-casualty insurer (NAIC 19682). Those facts do not identify which affiliate would issue a particular California policy or whether a given SaaS risk will be accepted. 32,57,33Company-reported. Company California marketing plus CDI company profile accessed 16 September 2026. Office location and nationwide authorization tables were not treated as product eligibility. |
| Application process | A senior staff member should expect to complete the technology application and send it to a broker; it asks for revenue, funding, subsidiaries, products, contracts, security, IP procedures and claims history. CFC Connect separately supports broker trading and appointments. 3,6Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. | The Hartford says eligible small-business buyers can get a free quote online in minutes or by phone, and can also buy through independent agents. Its public quote-and-buy portal shows steps from Basics through Payment and Confirmation. It also says buyers can purchase without an agent. Commercial auto for small businesses is not currently offered on that online path and may be quoted through a local agency or Tivly. Management-liability pages direct buyers to find a local agent. 31,30,37,36,46,48Company-reported. Public quote portal viewed without submitting an application on 16 September 2026. Quote speed and binding are not independently verified and are not the same as coverage in force. |
| Fees and compensation | Request premium, taxes, fees and intermediary pay in a written breakdown; CFC’s reviewed US technology materials do not disclose a buyer-specific price, commission rate or full charge schedule. 2,3,6Not publicly disclosed. Only the listed US technology and broker-process sources; no inference of free service or zero commission. Australian and unrelated Irish CFC disclosures are not US pricing evidence. | The Hartford discloses that it pays independent producers base commissions (a percentage of premium or a fixed amount per policy), and may also pay contingent or supplemental commissions, fees for services, delegated-underwriting compensation and other benefits. Employees who sell insurance may receive extra compensation beyond salary. Producers may charge their own customer fees that are not Hartford premium. The reviewed pages do not publish the commission rate or any Hartford-charged service fee that would apply to a particular buyer’s policy. Published “average premiums” are company-reported estimates, not quotes. 54,36,31,30Company-reported. Producer compensation disclosure and product-page premium footnotes as of 16 September 2026. Missing a fee schedule is not a finding of zero buyer cost beyond premium. |
