Chubb Limited is the group parent reported in the 2025 SEC filings. The U.S. license document names multiple operating insurers, including Federal Insurance Company, ACE American Insurance Company, Westchester Fire Insurance Company and Westchester Surplus Lines Insurance Company; the Chubb brand is not itself a substitute for the legal issuer.[9][10][8]

Chubb Licensing

The Chubb company-license document identifies NAIC numbers and distinguishes admitted P&C authority from eligible or approved surplus-lines authority. It is marked current to January 24, 2023, so a current regulator confirmation is needed before treating its jurisdiction list as current for a specific policy.[8]

The dated company document is no longer the only evidence of authority. State company records retrieved on 22 September 2026 independently confirm four of the named insurers as currently authorised: in Georgia, Federal Insurance Company (NAIC 20281, Indiana domicile) active since 1920, ACE American Insurance Company (22667, Pennsylvania domicile) since 1968, Westchester Fire Insurance Company (10030, Pennsylvania domicile) since 1987 and Westchester Surplus Lines Insurance Company (10172), which the Georgia record shows as Georgia-domiciled and active since 1994; and in Texas, Federal Insurance Company active since 1904. With the California profiles already cited, Federal, ACE American and Westchester Fire now carry current authority evidence in more than one state.[14][4][3][6]

Chubb Financial Strength

Chubb Limited’s consolidated SEC Form 10-K for the year ended December 31, 2025 reports approximately $272 billion of assets, approximately $74 billion of shareholders’ equity excluding noncontrolling interests, $53.014 billion of net premiums earned and $10.310 billion of net income attributable to Chubb. These are consolidated GAAP figures for the group parent, not statutory surplus, capital or authority of Federal, ACE American, Westchester Fire or Westchester Surplus Lines for a particular policy.[9]

AM Best's own records for three of the named insurers, captured on 23 September 2026, give each its own ratings. Federal Insurance Company (AMB 002084, NAIC 20281) holds a Financial Strength Rating of A++ (Superior) and a Long-Term Issuer Credit Rating of aa+ (Superior), each with a stable outlook and affirmed effective 16 January 2026, in Financial Size Category XV (USD 2 billion or more). Westchester Fire Insurance Company (AMB 003368, NAIC 10030) and Westchester Surplus Lines Insurance Company (AMB 004433, NAIC 10172) carry the same ratings, outlook, action, date and size category, each with affiliation code g (Group). Each rating is AM Best's opinion of that insurer's financial strength. It is not a rating of Chubb Limited, ACE American or any other affiliate, and it does not measure claims practice or whether a policy suits a buyer.[1][2][16]

The 10-K also reports statutory figures, which are closer to the issuing entities than the consolidated GAAP accounts. Note 22 gives combined statutory capital and surplus for Chubb's property-and-casualty subsidiaries of $55,554 million at 31 December 2025, up from $48,253 million a year earlier, on combined statutory net income of $10,790 million in 2025, $11,118 million in 2024 and $8,699 million in 2023, and states that the subsidiaries' statutory capital and surplus met regulatory requirements in each of those three years, with $9.6 billion of dividends payable in 2026 without prior regulatory approval. These are combined figures across the subsidiary group and the 2025 amounts are the company's estimates, so they evidence multi-period statutory strength at group level rather than the surplus of Federal, ACE American, Westchester Fire or Westchester Surplus Lines individually. The note separately records that Federal Insurance Company holds a permitted accounting practice granted by the Indiana Department of Insurance for its investment in a foreign affiliate.[11]

Chubb Risk-Bearing Relationships

Chubb’s 2025 filing reports $60.799 billion of direct written premiums, $5.147 billion of assumed written premiums and $11.104 billion of ceded written premiums, resulting in $54.842 billion net written premiums; it also says reinsurance does not discharge Chubb’s primary liability. Those figures describe the consolidated group, not an allocation to a specific U.S. insurer or product. The company license document and policy declarations remain necessary to identify the actual risk-bearing entity and whether placement is admitted or surplus lines.[9][8]

The reinsurance behind the group is disclosed in more detail than the reinsurance behind any one programme. At 31 December 2025 Chubb reports gross reinsurance recoverable on losses and loss expenses of $20,658 million with a $320 million allowance for uncollectible reinsurance, 1.5% of the total, against $19,777 million net a year earlier. Of that gross figure, $8,934 million sits with the largest reinsurers, which Chubb names as ABR Reinsurance Capital Holdings, HDI Group (Hannover Re), Swiss Re Group, Berkshire Hathaway Insurance Group and Munich Re Group; a further $7,752 million is with reinsurers rated A- or better, $2,567 million with client captives and only $402 million with reinsurers rated below A- or unrated. This is the group's whole ceded book. It does not identify the reinsurers behind any named Chubb programme or product, and the 10-K itself states that ceded reinsurance does not relieve Chubb's primary obligation to its policyholders.[12]

One Chubb programme does have named, quantified and dated capacity behind it, and it is the run-off book rather than a current product. Under the 1996 Restructuring approved by the Pennsylvania Insurance Commissioner, predominantly all of Insurance Company of North America's asbestos and environmental liabilities were ascribed to what is now Century Indemnity Company and contributed to Brandywine Holdings. A Chubb INA insurance subsidiary provides Century with $800 million of aggregate excess-of-loss reinsurance under the XOL Agreement, triggerable if Century's statutory capital and surplus falls below $25 million or it lacks liquid assets to pay claims. A Dividend Retention Fund of $50 million plus earnings must be replenished out of dividends and cannot be terminated without the Pennsylvania Commissioner's written approval; $50 million was contributed to Century in 2025 and $93 million in 2024, and Chubb INA put in a further $100 million against a surplus note in 2004. Its terms are disclosed, and the Dividend Retention Fund cannot be terminated without the Pennsylvania Commissioner's approval. The XOL limit is also nearly used: $776 million has been ceded to the XOL inception to date, its remaining statutory limit at 31 December 2025 was $24 million, and Century's statutory surplus sat at $25 million, the trigger level. Century's carried gross reserves were $1.5 billion against $1.6 billion a year earlier, and it owes approximately $1.9 billion undiscounted to active Chubb companies that remain primarily liable for the exposures they reinsured to it. Chubb states it believes it has no legal obligation to fund Century losses above the XOL limit, while noting those losses would still consolidate.[15]

That evidence is about the Brandywine run-off and nothing else. It is the only programme the cited material maps to a named insurer: its liabilities sit with Century Indemnity Company, and its XOL Agreement is provided by a Chubb INA insurance subsidiary that the 10-K does not name. No reviewed source maps a current Chubb commercial product or programme to Federal, ACE American, Westchester Fire, Westchester Surplus Lines or any other issuing insurer. Outside Brandywine, the 10-K discloses reinsurance only at group level: recoverables across the whole ceded book, the five largest reinsurer groups, the rating mix of the other reinsurers, and the statement that ceded reinsurance does not relieve Chubb's primary obligation to policyholders. It does not disclose the reinsurers, fronting arrangements, terms, shares or durability behind any current programme, and none is inferred here.[15][12]

The AM Best ratings of Federal Insurance Company, Westchester Fire Insurance Company and Westchester Surplus Lines Insurance Company are entity-level opinions on each insurer's financial strength. They do not disclose capacity, reinsurance or fronting terms for any programme, and the cited material does not name any of the three as the issuer or reinsurer of the Brandywine run-off or of a current programme.[1][2][16][15]

All of the arrangement evidence comes from one document, Chubb's 2025 Form 10-K. It gives prior-year comparatives and some Brandywine history, but no earlier filing was reviewed, so the mapping between programmes, insurers and reinsurance is current-period evidence only.[15][12]

Chubb Claims and Service

Chubb provides a U.S. claims overview and report-a-claim routes. The existence of a group claims channel does not establish which subsidiary, administrator or claims handling arrangement is responsible for a particular policy.[7]

Chubb describes a single US claims operation reachable 24 hours a day on 1-800-CLAIMS-0, staffed by more than 2,000 North America claims professionals across dedicated property, casualty, catastrophe, financial-lines, workers' compensation and auto teams, and reports that 93% of clients with a paid claim were highly satisfied in surveys run between 2022 and 2025. All of that is company-reported and unaudited. What is independently established is the obligation rather than the service: the 10-K states that ceded reinsurance does not relieve Chubb's primary obligation to policyholders, so the liability sits with the issuing subsidiary named on the declarations, and the group claims channel does not identify which subsidiary or administrator handles any particular policy.[7][12]

Chubb Regulatory Record

California DOI profiles independently show current UNLIMITED-NORMAL status for Federal Insurance Company (CA Company ID 0059-6), ACE American Insurance Company (1325-0) and the Pennsylvania-domiciled Westchester Fire Insurance Company (2190-7). A separate New York-domiciled Westchester Fire record (CA Company ID 0235-2; NAIC 21121) is marked MERGED and is excluded from the active entity scope. A complete multi-state conduct search for the exact issuing entity and five-year window is not established in this record; the record does not establish a completed five-year conduct result.[4][3][6][5]

One bounded conduct data point is now on the record. As a US registrant Chubb Limited must disclose material legal proceedings, and its 2025 Form 10-K reports only that its subsidiaries face claims litigation typical of the industry and, separately, lawsuits and regulatory actions in the normal course of business, with management's opinion that ultimate liability 'could be, but we believe is not likely to be, material'. No individual regulatory action against a named US insurer subsidiary is identified. That is an issuer disclosure judged by a materiality threshold, not a regulator search: it does not substitute for exact-entity enforcement and market-conduct searches, which remain outstanding.[13]

Evidence Gaps in Spot’s Review of Chubb

  • Exact issuing entity and policy form must be identified for any product-level assessment. No reviewed source maps a current Chubb product or programme to an issuing subsidiary.
  • The company license document's stated currency ends January 24, 2023 and its jurisdiction lists still require a current regulator recheck outside the six state records now held.
  • Entity-level statutory financial statements. Note 22 reports combined statutory capital, surplus and net income across the property-and-casualty subsidiary group, not the surplus of Federal, ACE American, Westchester Fire or Westchester Surplus Lines individually, and the 2025 figures are company estimates. The California DOI company profiles publish licence status and authorised lines but no financial data, and AM Best's records give ratings and a size category, not statutory figures.
  • Programme-level capacity outside Brandywine. The reinsurance recoverable tables describe the group's entire ceded book, and no reinsurer, layer, share or collateral is identified for any current Chubb programme or product.

'In 1996, in connection with the Restructuring, a Chubb INA insurance subsidiary provided reinsurance coverage to Century in the amount of $800 million under an Aggregate Excess of Loss Reinsurance Agreement (XOL Agreement), triggerable if the statutory capital and surplus of Century falls below $25 million or if Century lacks liquid assets with which to pay claims as they become due.' A Dividend Retention Fund of $50 million plus investment earnings must be replenished from dividends and may not be terminated without prior written approval from the Pennsylvania Insurance Commissioner; $50 million was withheld and contributed to Century in 2025 and $93 million in 2024. Chubb INA contributed $100 million to Century in 2004 in exchange for a surplus note. Century's statutory surplus at 31 December 2025 was $25 million, $776 million of statutory-basis losses have been ceded to the XOL Agreement inception to date, and the XOL Agreement's statutory-basis remaining limit at 31 December 2025 is $24 million. Chubb states it believes it has no legal obligation to fund Century losses above the XOL limit. Aggregate reinsurance recoverables owed by Century to certain active Chubb companies were approximately $1.9 billion undiscounted at 31 December 2025 and 2024, and Century's carried gross reserves were $1.5 billion and $1.6 billion respectively.
