What Last-mile delivery insurance Requirements Apply in Utah?

Utah Code § 13-51-108, effective May 10, 2016, requires liability coverage of $50,000 to any one individual, $100,000 to all individuals, and $30,000 property damage during the waiting period, when the driver is logged into the application and not on a prearranged ride. On a prearranged ride the minimum is $1 million per occurrence. The definitions opened with the May 6, 2026 compilation describe passenger rides. They do not set a goods-delivery limit.

What Is Last-Mile Delivery Insurance?

Last-mile delivery insurance is not one standard policy: vehicle liability, vehicle damage and cargo protection can be separate. If your staff deliver orders in company, rented or personal vehicles, check each vehicle, cargo and worker-injury exposure in the quote. Read the national Last-mile delivery guide.

What Should You Watch for With Last-Mile Delivery Insurance in Utah?

  • Waiting-Period Property Damage Is $30,000

Section 13-51-108 does not use a $25,000 property figure in the waiting period. It is $30,000, with $50,000 and $100,000 bodily injury, per occurrence. A quote that copies a $25,000 property limit is short while the driver is logged in and not yet on a ride. 1

  • The Section Has Been Effective Since May 10, 2016

The insurance requirement dates to May 10, 2016. The definitions page that opened is the May 6, 2026 compilation, so the passenger definitions are the current ones to read with the dollar section. Match the waiting period and the prearranged ride to those definitions, not to a motor-carrier handbook. 1,2

  • The Compilation Describes Passenger Rides

The opened definitions are passenger rides. A food or parcel delivery is not the prearranged ride in § 13-51-108. The $1 million per-occurrence limit is not a delivery-network minimum, and Utah's opened pages do not add a separate delivery statute. 2

Which Last-Mile Delivery Providers Have Utah License Records?

No provider in our research documents both a state license record and this coverage line. This does not establish that providers are unlicensed. Check the regulator’s license lookup and confirm availability with a provider when requesting a quote.

Who Regulates Insurance in Utah?

Utah Insurance Department

The Utah Insurance Department regulates licensed insurance companies and producers, offers a public licensee search, and accepts complaints about property/casualty insurance. Complaint jurisdiction depends on policy type and place of issue; employer self-funded plans are outside the Department’s authority. 3,4,5

For Utah-home-state surplus-lines coverage, Utah charges 4.25% of gross premiums including policy fees, less returned premiums, and the Surplus Line Association of Utah collects a 0.18% stamping fee. Utah law requires a policy notice that the nonadmitted insurer is not protected by any Utah guaranty association; the state’s current guidance says a good-faith admitted-market effort is generally required unless the coverage is on the export list.
