What Last-mile delivery insurance Requirements Apply in Tennessee?
Adopted amendment HA0953, enacted as Public Chapter 1011, requires $50,000/$100,000/$25,000 during both the delivery-availability period and the delivery-service period. The bill page lists an effective date of January 1, 2027. That is not yet in force. The passenger-network act, from the 2015 amendments, requires $50,000/$100,000/$25,000 before a prearranged ride and $1 million on a prearranged ride for transporting passengers, with the insurance duty written as beginning January 1, 2016.
What Is Last-Mile Delivery Insurance?
Last-mile delivery insurance is not one standard policy: vehicle liability, vehicle damage and cargo protection can be separate. If your staff deliver orders in company, rented or personal vehicles, check each vehicle, cargo and worker-injury exposure in the quote. Read the national Last-mile delivery guide.

What to Watch for With Last-Mile Delivery in Tennessee
The Delivery Statute Starts January 1, 2027
HA0955, as described on the adopted text, replaced a July 1, 2026 date with January 1, 2027. The bill-information page lists that effective date. A policy bought now is not yet under the delivery-network floor. Ask what limit applies until that date, because the passenger $1 million ride limit is not this delivery chapter. 1,2
Both Delivery Periods Use the Same Floor
HA0953 does not raise the limit when a delivery is accepted. The driver, the delivery network company, or both must maintain $50,000 bodily injury to one person, $100,000 to all persons, and $25,000 property damage in the availability period and in the service period. The enrolled pamphlet PDF did not open, so this is the adopted amendment, not a later compilation. 1
The 2016 Passenger Act Is a Different Trip
The transportation-network amendments require coverage that recognizes the driver transports passengers for compensation, with $1 million on a prearranged ride and the insurance duty beginning January 1, 2016. A goods delivery is not that passenger ride. Do not use the passenger act to fill the months before January 1, 2027. 3,4
Which Last-Mile Delivery Providers Have Tennessee License Records?
No provider in our research documents both a state license record and this coverage line. This does not establish that providers are unlicensed. Check the regulator’s license lookup and confirm availability with a provider when requesting a quote.
Who Regulates Insurance in Tennessee?

Tennessee Department of Commerce and Insurance
TDCI regulates and licenses insurance companies, agents, brokers, surplus-lines agents, and public adjusters. Its complaint process accepts complaints about agents or companies when the policy was written in Tennessee, and its property/casualty unit reviews filed policy rates, rules, and forms. 5,6,7
Surplus-Lines Tax and Stamping Office in Tennessee
Reported tax rate. 5% of gross premium plus 0.175% SLAS transaction fee 8,9
For Tennessee-home-state surplus-lines policies, TDCI lists a 5% tax on gross premium and a 0.175% SLAS transaction fee on gross premium; the agent receives an invoice and pays both through SLIP. The sources reviewed do not establish that the fee is always separately charged to the policyholder or resolve guaranty-association treatment, so ask your broker to itemize charges and review the policy notice.
