Cowbell vs
Embroker: How Do They Compare for Business Insurance?
Cowbell Prime Plus can add excess above cyber-only coverage; Embroker’s excess program requires underlying technology E&O and applies to eligible firms under $300 million in revenue.
Introduction to the Cowbell vs Embroker Comparison
If your company already has cyber-only insurance, Cowbell Prime Plus is the documented option for adding excess; Embroker’s named excess product requires an underlying technology E&O policy. Embroker’s EMIS separately packages management coverages for eligible companies. 15 17 35 31 Choose Cowbell if your current policy is cyber-only; choose Embroker if it includes technology E&O and you want to explore EMIS.

Standalone Cyber and Technology Excess
A private business-services company whose customers now require a larger cyber limit has two different product paths. If its current primary policy is standalone cyber, Cowbell Prime Plus is a relevant product: the overview describes excess coverage above an underlying cyber policy. Excess is an additional layer that begins at the agreed amount of underlying insurance; it is not a replacement for reviewing what the primary policy covers. Ask the broker for the primary form, proposed excess form and the exact attachment and exhaustion conditions. 15
Embroker's Excess Tech E&O/Cyber program expressly excludes cyber-only underlying policies. It requires at least a $1 million primary limit and either technology E&O alone or technology E&O combined with cyber, for eligible private for-profit companies with revenue below $300 million. A standalone cyber primary therefore does not meet that named program's published requirement. That is a product eligibility boundary, not a finding that Embroker's broader brokerage cannot seek another excess market. 35 30
If the same company starts selling a software service, Cowbell Prime Tech combines technology E&O and cyber, and Prime Tech Plus addresses excess above that type of underlying coverage. Embroker's published excess appetite may become relevant if the primary includes technology E&O and all other conditions are met. Request approval of the actual software activities and primary insurer before treating a coverage label as making the risk eligible. 16 17 35
Management Liability Applications and Insurers
Embroker's EMIS brings directors and officers, employment practices and fiduciary liability into one application, with technology E&O/cyber available for eligible technology companies. Applicants can select individual coverages or a bundle. For a company introducing software while adding management responsibilities, that is a documented way to submit several needs through one underwriting process. One application does not establish a shared limit or identical conditions across selected coverage sections; ask for the complete proposed structure. 31
If your primary Tech E&O is from Embroker, ask how to add higher limits because its retail FAQ says its excess product cannot sit above its own primary policy. 34Company-reported. Retail FAQ restriction; do not interpret the broker page’s 50+ primary carriers as markets Embroker shops or automatically compatible forms.
If the company chooses an Embroker primary, it must confirm another excess placement route instead of assuming Embroker's own excess can complete the program. Ask the broker to obtain the proposed excess insurer's acceptance of the actual primary form and limit. Cowbell's published excess options do not establish automatic acceptance of an Embroker primary. 34 15 17
Cowbell collaborates with Zurich on Select Plus, a small-business management-liability offering with D&O, employment practices, fiduciary and crime modules. Zurich's page describes distribution through appointed Zurich E&S wholesale brokers. Here E&S names the distribution channel; Zurich describes the product itself as admitted, rather than surplus-lines, insurance. An agent able to place Cowbell cyber is therefore not automatically confirmed to access Select Plus. Ask how that management placement would be coordinated with the cyber program and whether a second distribution relationship is needed. 18 19
Embroker names Everspan Indemnity Insurance Company for EMIS and its excess program. Cowbell's excess overviews refer to rated carrier paper without identifying the issuing legal entity. Request that name on the quote. Neither Zurich's investment and collaboration with Cowbell nor the reinsurers described behind Embroker make those entities the insurer obligated on every policy. 31 35 15 4
Renewal Processes and Broker Changes
Existing policyholders may renew legacy management products, but new customers use EMIS; switching requires a new application, according to Embroker. 31Company-reported. Launch announcement’s stated transition rules as of research date; not a renewal guarantee.
For an existing Embroker customer, moving to EMIS is a new application decision rather than an automatic label change. Ask for a comparison of the legacy and proposed forms, selected sections and treatment of previous work before electing the switch. Cowbell also has product-specific renewal processes: Prime 100 proposals are generated roughly 60 days ahead, whereas Prime 250 requires a signed renewal application and review before a quote is released. A process for one product should not be assumed for another. 31 20
Embroker says moving to another broker removes account-based certificate and policy-change functions, and a new broker outside Access may be unable to renew proprietary products. It does not say the existing insurance automatically cancels. Cowbell's agent-led distribution likewise calls for confirmation that a replacement agent can service the actual program. Ask about that access before designing a multi-layer program around a broker you expect to change. 26 8 20
Premiums, Fees and Incident Notice
Cowbell's direct-bill FAQ discloses a 2.99% card processing fee and premium-finance charges; agency-billed arrangements go through the agent. Embroker's software is free, but its disclosure permits insurer compensation and agreed client fees, with payment and financing costs separate. Ask for each primary and excess premium, taxes, agency charges and financing total. Embroker's compatibility with more than 50 primary carriers describes where its excess may attach, not a count of interchangeable quotes offered to this buyer. 20 25 24 35
Cowbell also documents cyber risk services and 24/7 incident-response access, with some services included or trial-based and others subscription-based. Embroker's claims page directs an active cyber incident to the hotline on the policy and provides brokerage reporting support. For a layered program, obtain notice instructions for every insurer and assign who notifies the excess layer. Neither service description establishes that notifying one website satisfies every policy's notice requirement or that one provider achieves better outcomes. 22 21 41
What Should You Confirm in Cowbell and Embroker Quotes?
- Primary and excess forms: identify whether the underlying cover is cyber-only or includes technology E&O, and obtain written eligibility, attachment and exhaustion terms. 15 17 35
- Management application and market route: compare EMIS's selected sections with Select Plus's proposed modules and confirm broker access to each. 31 19
- Renewal and transfer plan: request legacy-to-new form differences where relevant, the actual product's renewal requirements and a replacement broker's servicing authority. 31 26 20
- Layer-by-layer cost and notice schedule: list insurers, premiums, fees, optional security subscriptions and the incident contact for primary and excess policies. 20 21 25 41
Cowbell vs Embroker Services Compared
What each provider documents about the services you may need
| Criteria | Cowbell | Embroker |
|---|---|---|
| Application process | Buyers work through an insurance agent or broker; appointed agents use Cowbell’s platform to quote, bind and issue eligible products, and no direct-buyer quote path was documented. 8,1,9,11Company-reported. Current public U.S. buyer and broker paths. This does not establish that every listed agent can access every Cowbell product. | Embroker provides an online quote entry; the reviewed observation establishes the entry point, not the fields collected. 48Company-reported. Read-only observation of the public quote entry at https://app.embroker.com/signup on 15 September 2026; no form submitted or account created. An online account alone does not appoint Embroker as your broker; using its brokerage requires a broker-of-record appointment and usually exclusive work with Embroker for those services. 24Company-reported. Terms §2A; distinction between software access and brokerage engagement, not an interpretation of enforceability. An application may need more underwriting details or be declined, and a quote alone does not start coverage. 24Company-reported. Terms §13. No quote or binding transaction performed. |
| Access to insurers | Ask which insurer is on your declarations: Cowbell names Palomar for Prime 100/100 Pro, Palomar and Chaucer for Prime 250, Chaucer for Prime One, and more general carrier descriptions for excess, Tech Plus and Select Plus. 11,12,13,14,15,17,18,7Company-reported. Named paper providers in the current reviewed product materials. The quote and policy must identify the actual insurer for a specific product, state and account. | Check each policy’s insurer: Embroker names Everspan for EMIS and excess Tech E&O/Cyber, and Everest National for lawyers’ liability; these do not establish one carrier for all products. 31,35,36,37Company-reported. Current program marketing and LPL specimen; financial-strength ratings and admission status are not independently established, so no rating is assigned here. |
| Servicing and renewals | Cowbell pairs cyber coverage with risk ratings, policyholder insights, security connectors, training and resiliency support; included access may be limited or trial-based, while some services require a subscription. 22,11,15Company-reported. Current U.S. resiliency-services catalogue and cyber product overviews. Eligibility, third-party terms and whether a service is bundled depend on the policy and service agreement. Ask your agent how to request changes or cancel; Cowbell directs policyholders to agents for cancellations and agents to Cowbell for endorsements. Prime 100 renewal proposals start around 60 days before expiry; Prime 250 requires a signed application and underwriting. 20Company-reported. Current public FAQ for P100 and P250; other products and individual policy terms may use different servicing and renewal procedures. | Existing policyholders may renew legacy management products, but new customers use EMIS; switching requires a new application, according to Embroker. 31Company-reported. Launch announcement’s stated transition rules as of research date; not a renewal guarantee. Broker-of-record clients can download policies and certificates from Embroker’s account; custom certificate wording may require a policy endorsement. 26Company-reported. FAQ Other insurance services; payment/down-payment conditions apply to first-time certificate access. Not independently tested in an authenticated account. Check your renewal deadline: some Embroker policies renew through the insurer, while others require a fresh application and underwriting; the effective date on the new policy controls when protection starts. 26Company-reported. FAQ Renewals. No automatic-renewal promise across all products and no tested service response time. Before switching brokers, check access to certificates, policy changes and renewal of proprietary products; Embroker says those account functions may end when its brokerage relationship ends. 26Company-reported. FAQ Engaging Embroker, What happens if I leave Embroker in the future? Not a finding that existing insurance cancels automatically on a broker change. |
| Fees and compensation | Cowbell lists several payment methods and financing for direct-billed policies; credit cards carry a disclosed 2.99% processing fee, and financing terms are shown before enrollment. 20Company-reported. Current U.S. direct-bill FAQ. Agency-billed policies use different payment routes, and policy invoices control account-specific instructions. Request your broker’s compensation disclosure and itemized premium because reviewed US sources do not publish Cowbell’s producer commissions or universal premiums. 2,20,5,10Not found in reviewed sources. Review of Cowbell's U.S. terms, FAQ, licensing page and current product overviews as of 15 September 2026; this is not a finding that compensation or other fees do not exist. | Ask whether your quote includes commissions, contingent or supplemental compensation, or client fees; Embroker says its software is free but insurance services may generate these payments, agreed before binding. 25Company-reported. Compensation disclosure; no policy-specific rate or amount established. Free software does not mean free insurance or zero distribution compensation. Get payment-processing and finance costs separately from broker compensation because processors and premium-finance lenders may charge their own fees. 24Company-reported. Terms §§2A and 22; no specific financing offer reviewed. |
| Claims assistance | Cowbell says its in-house cyber claims team and response panel are available 24/7; have your policy number, incident date, details and contact ready. The issuing insurer and policy determine coverage and payment. 21,11,14Company-reported. Cowbell's current U.S. cyber claims-services page and product overviews; company-reported service description, not an independently measured outcome. | Use your account’s Claims tab for reporting instructions; for active cyber incidents follow the hotline in your policy, and report other claims to the insurer named there. 41Company-reported. Claims page How it works and FAQ. No submission performed. Policy-specific reporting requirements take priority over general website steps. Embroker says it aims to issue a written coverage determination within 30 days, but gives no claim-resolution schedule; a coverage decision is not a payment deadline or proof of performance. 41Company-reported. Same claims page: Step 2 versus How long will it take to work through the claim? Distinct stages, not treated as a direct contradiction. No national statutory deadline asserted. |
