A Portal Is Not the Insurance Contract
Layr says its brokerage customer retains broker-of-record status while Layr handles sales, service and support. Its FAQ describes access through national insurers, wholesalers and the brokerage’s existing markets, without a current legal-entity panel. The portal therefore cannot establish which insurer will accept a technology company or whether that brokerage can place CFC. 31 35
CFC’s technology application goes back to the insurance broker and asks for detailed operational information. If that broker uses Layr, ask which party validates those answers and communicates underwriting conditions. This is a possible complementary arrangement, not a relationship established in the reviewed public materials. 3 31
A Demonstrated Cyber Choice Does Not Establish the Form
Layr’s current quote illustration includes cyber alongside general liability, property, auto, workers’ compensation and umbrella. Those demonstration choices do not establish eligibility in a particular implementation. Its previously reviewed dedicated cyber URL returned 404, leaving current product details to the broker. CFC’s technology brochure provides a more specific package description, but still is not the buyer’s issued wording. 33 36 2
Do not treat the disappeared cyber page as proof that placements stopped, or import its historical terms into a new proposal. Ask the broker for the actual cyber or technology form and identify whether it is intended to replace or supplement the proposed CFC policy. 36 35 2
Support and Financing Depend on the Implementation
Layr describes policy documents, certificates, payments, claims and renewal activity in a white-labelled portal. CFC’s documented cyber service instead centers on monitoring and technical response. Those functions can coexist, but the broker needs to assign urgent notice and routine service duties rather than assuming a portal claim entry starts every required response. 34 41 7 8
Layr’s broker FAQ and consumer compensation page describe different economics: a premium percentage while the brokerage retains commissions, versus carrier commission and a possible finance fee. The record does not reconcile their applicability. Request the actual arrangement; neither the broker’s retained commission nor CFC’s missing public fee schedule tells the policyholder the total cost. 35 37 6
What Should You Confirm in CFC and Layr Quotes?
- Name the broker of record, Layr’s delegated service duties and the insurer on each policy; establish CFC access if proposed. 31 35 4
- Request current cyber and technology forms rather than a portal illustration or historical product page. 33 36 2
- Obtain the applicable financing agreement, full repayment amount, renewal notices and the emergency reporting path outside the portal. 37 35 8
CFC vs Layr Services Compared
What each provider documents about the services you may need
| Criteria | CFC | Layr |
|---|---|---|
| Business role | CFC can quote specialist cover as an MGA, meaning it performs some underwriting functions for insurers that carry the risk. Its disclosures identify CFC Underwriting Limited and U.S. producer CFC USA, Inc.; the CFC brand is not the insurer name on every policy. 5,4Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. | Layr Holdings, Inc. operates withlayr.com and markets the Layr Apex platform and licensed support service. Public materials describe Layr handling sales, service and support while its brokerage customer keeps the broker-of-record relationship; they do not identify Layr as the insurer underwriting every policy. 38,30,31,34Company-reported. Entity and functional roles in current public materials. The precise producer role can depend on the partner arrangement and proposed policy. The reviewed sources identify Layr Holdings, Inc., its leaders and several investors, but do not disclose a current controlling parent or ownership percentages. 38,39,41Not found in reviewed sources. Current website operator and public ownership review. Investor participation is not treated as control, and no independence claim is made. Layr says a participating brokerage can offload small-business sales, service and support to Layr while retaining broker-of-record status and 100% of its commissions. 31,35Company-reported. Broker-facing Layr Apex arrangement as marketed publicly; actual allocation of duties and compensation depends on the brokerage agreement. |
| Access to insurers | Before binding a California technology policy, get the insurer and syndicate names in writing: CFC identifies Lloyd’s Syndicate 1988, managed by Asta, but its US technology materials do not identify the insurer for a buyer’s quote. 4,2,3Not publicly disclosed. Technology coverage for a California applicant; Syndicate 1988 is not assigned to every CFC policy. | Layr says it works with major national insurers, accesses other markets through wholesalers and can use a brokerage customer's existing carriers. It does not publish a current legal-entity carrier panel or promise that every market will quote every account. 35Company-reported. Current broker FAQ; no carrier appointments, financial-strength ratings or account-specific market access independently verified. The reviewed current product, portal and FAQ pages do not identify the issuing insurer or policy form for each available product. Those details must come from the actual proposal and policy. 33,36,35Not publicly disclosed. Current platform and FAQ pages plus previously reviewed cyber product material. The dedicated cyber page is no longer available; that is not a finding that Layr lacks insurer relationships. |
| Application process | A senior staff member should expect to complete the technology application and send it to a broker; it asks for revenue, funding, subsidiaries, products, contracts, security, IP procedures and claims history. CFC Connect separately supports broker trading and appointments. 3,6Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. | Layr describes an online workflow in which a small-business owner assesses and selects coverage, pays, and then has the submission sent to underwriting. Current pages use different speed claims—10 minutes on New Business Capture and 12 minutes in a 2024 announcement—so neither figure establishes the time to receive or bind an actual quote. 33,40Conflicting sources. Company-described digital workflow. No form was completed and no quote, payment or underwriting decision was requested during research. |
| Servicing and renewals | Cyber buyers can get threat monitoring, alerts, a response app and round-the-clock technical incident support according to CFC; check the proposed policy for access, scope and conditions. 7Company-reported. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. Agree on renewal timing, certificate turnaround and account support before choosing CFC; reviewed materials do not specify those commitments for California technology buyers. 6,3Not publicly disclosed. CFC US-facing materials, accessed 16 September 2026; company descriptions, not an issued policy or independent service assessment. | Layr markets a white-labeled portal with licensed support and broker dashboard updates for policies, renewals, claims and payments. A company release also describes policyholder access to documents, quotes, claims, certificates, bills and electronic payments. 34,41Company-reported. Company-described platform functions. No authenticated broker or policyholder account was accessed, and no service-time commitment was independently tested. Layr says its team gathers updates, negotiates renewal terms with underwriters and finalizes renewal documents. It describes automatic-renewal policies as hands-free and says customers whose policies need updated information are alerted 60 days before renewal. 35Company-reported. Current FAQ description. It does not state the notice needed to stop an automatic renewal or guarantee a renewal offer. |
| Fees and compensation | Request premium, taxes, fees and intermediary pay in a written breakdown; CFC’s reviewed US technology materials do not disclose a buyer-specific price, commission rate or full charge schedule. 2,3,6Not publicly disclosed. Only the listed US technology and broker-process sources; no inference of free service or zero commission. Australian and unrelated Irish CFC disclosures are not US pricing evidence. | Layr's current broker FAQ says Layr receives a percentage of premium while the brokerage keeps 100% of commissions. A separate consumer-facing disclosure says carriers pay Layr a commission and businesses may pay a finance fee of up to 20% of premium. The pages do not reconcile which arrangement applies to a particular broker, policyholder or payment plan. 35,37Conflicting sources. Two public compensation descriptions for different apparent audiences. Actual agreements and itemized charges were not available. Layr's consumer-facing compensation disclosure says a business that uses its monthly credit-card payment arrangement can pay a percentage-based finance fee of up to 20% of premium. The page does not provide an account-specific rate, total repayment or cancellation terms. 37Company-reported. Public compensation disclosure; current applicability to every Layr Apex implementation or payment option is not established. |
