What Telehealth Insurance Requirements Apply in Hawaii?

Hawaii physicians must document an evaluation sufficient for diagnosis, and an online questionnaire alone does not meet the statutory standard for treatment.   • Opiate Prescribing Has An In-Person Gate

    Hawaii requires an in-person consultation to establish the physician-patient relationship for an opiate prescription. The exception allows up to a three-day supply when the patient has been seen in person by a healthcare provider in the prescribing physician’s same medical group. Ask the broker to review the covered prescriber and any group practice entity involved. 1

  • Questionnaires Do Not Replace Evaluation

    A prescription based only on an online questionnaire is not acceptable treatment under §453-1.3. Ask how the policy describes services delivered through your intake platform and whether it covers the clinicians making the subsequent evaluation. 1

  • Audio-Only Mental Health Has Separate Plan Rules

    For the statutory reimbursement rule, audio-only mental-health care delivered to a patient at home is reimbursed at 80% of the in-person rate, and requires a non-audio visit within six months before the first audio-only visit or twelve months before a later one. This health-plan rule does not determine professional-liability coverage; ask the broker to confirm audio-only services and clinicians are listed in your liability application. The provision is scheduled for repeal and reenactment on December 31, 2027. 2
