Harper vs Layr: How Do They Compare for Business Insurance?

Harper provides a new commercial brokerage relationship; Layr supports an existing broker with software and licensed service.

Harper provides the brokerage relationship; Layr can support the current agent if that agency adopts its platform. 3 16 21 24 Choose Harper if you want a new broker to place and service coverage; choose Layr if your current broker uses its platform.

Key Differences Between Harper and Layr

The Service Experience and the Account Relationship

If a restaurant group’s agent proposes outside help with its small-commercial policies, establish whether the account is moving to Harper or staying with the existing brokerage using Layr. Harper’s referral terms give the referring agent commission participation without ongoing service rights or duties. Layr’s broker materials say the brokerage retains its appointment and commissions while Layr handles sales, service and support. The restaurant needs to know who will answer the next coverage question, not only whose logo appears on the portal. 16 21

Harper also has a separate wholesale offering with white-label options. Do not assume every Harper-assisted placement is the referral arrangement. Ask for the chosen agreement and name the party responsible for advice, policy changes and claim communication. Layr’s branding model likewise does not make the support operator the insurer taking the risk. The issued policy should identify that separate company. 15 25 21

Coverage Scope at a New Location

The restaurant group plans another location with alcohol service and delivery. Harper explicitly markets liquor liability and commercial auto alongside property and workers’ compensation. Layr’s current New Business Capture illustration shows common commercial lines, including auto and property, but don’t treat that as a complete current restaurant package. Its FAQ allows products to be added for a brokerage. Request the participating broker’s actual supported products and any specialist placements outside Layr. 8 2 23 25

The broader agency may supply a line that the Layr demonstration does not show. Conversely, Harper listing liquor or auto does not prove that this location and these drivers are eligible. Send the lease, alcohol operations, vehicle use and employee duties together; ask each team to map those facts to the proposal’s exclusions and endorsements. That establishes whether the new service arrangement can support the expansion, rather than merely process the existing policies. 8 11 25

Cyber remains in Layr’s current demonstration, but its detailed product URL was unavailable in a later source check. Do not use the historical feature table as current policy terms or infer that the category disappeared. If the restaurant wants cyber protection for its digital operations, request the currently available insurer and form through the broker, and apply the same request to Harper’s cyber offering. 23 26 2

Renewal Authorization Before Business Changes

Layr describes hands-free handling for automatic-renewal policies and gathering updates in advance for others. Harper describes annual coverage reviews and renewal communications. If the new location opens near expiration, ask who updates the operation and who authorizes the new term. An automatic process is useful only when the business’s approval and changed exposure are captured. 25 18 3

Layr’s public FAQ does not specify the opt-out deadline for an automatic renewal. Harper’s description of annual review does not promise re-shopping every policy. Request a calendar covering exposure updates, market search, receipt of terms and authorization. For both arrangements, ask what happens if the business does not respond, especially when the introducing agent is no longer performing service duties. 25 18 16

Certificate access should also have a separate change path. Harper’s portal and Layr’s portal materials describe document functions, but a new landlord’s coverage requirement may require insurer-approved wording. Ask who receives the contract, identifies any endorsement and confirms its issuance. Harper expressly prohibits changing coverage by text; Layr’s submission-to-underwriting description similarly leaves insurer acceptance as a separate step. 17 3 24 30

Agency Economics and the Buyer’s Bill

Harper’s referral commission split is not a customer-fee schedule. Layr’s current broker FAQ says it receives a percentage of premium while the broker keeps commissions; a separate consumer disclosure describes carrier commissions and a possible finance fee. Ask which arrangement applies and whether any costs are passed to the restaurant. Neither keeping commissions nor joining a referral program without a fee establishes the buyer’s total charge. 16 25 27

For claims, Harper describes advocacy and document assistance; Layr describes claims activity and licensed support in its portal. Preserve the insurer’s notice details and identify the escalation contact after the service transition. 18 24

What Should You Confirm in Harper and Layr Quotes?

  • An account-responsibility agreement: Identify the broker of record, service operator, referral or wholesale arrangement and the original agent’s remaining duties. 16 15 21
  • A restaurant coverage schedule: Confirm current liquor, vehicle, property and payroll placements, including any work outside the Layr implementation. 8 25
  • A renewal authorization calendar: Set change collection, shopping scope, approval and automatic-renewal opt-out steps. 18 25
  • A complete cost and contact sheet: Reconcile compensation and financing, and retain insurer notice details after any account handoff. 16 27 24

Harper vs Layr Services Compared

What each provider documents about the services you may need

CriteriaHarperLayr
Customer focus

Businesses in hard-to-place industries can ask Harper for broker help; its listed specialties include contracting, restaurants, auto, care, manufacturing and transportation. 9,14Company-reported. Examples of advertised appetite, not a verified customer census or eligibility guarantee.

Layr provides insurance workflow software and licensed support for independent brokerages serving small-commercial accounts. Policyholders use a broker-branded experience rather than necessarily buying from a storefront carrying the Layr name. 21,22,24Company-reported. Current broker-facing business model described on Layr's live company, broker and portal pages; functions are company-reported and were not tested through an account.

Business role

Harper is a commercial insurance brokerage: it helps businesses find insurance from other companies and arrange the purchase. You can request a quote online or speak with a specialist, who gathers information, approaches insurers and explains the options. 3,10Company-reported. Current buyer-facing brokerage description. This does not establish insurer status, universal market access or an independently tested purchasing outcome.

Harper Global Enterprises Inc., doing business as Harper Global Insurance Agency, is the licensed agency. In a 9 December 2025 federal filing, that company identified Harper Group Corp. as its corporate parent. Harper still does not publish terms saying which company contracts with you or how you are charged. 1,4,3Verified. Parent relationship from the federal docket entry. The DBA is company-disclosed. No terms of service were found naming the contracting party.

Other brokers can ask Harper about wholesale and non-admitted-market access, but its page does not identify the delegated insurers, products, states or limits; this does not make Harper the insurer. 15Company-reported. Selective authority expressly claimed by company, not inferred from AI. No delegation contract or named binding program obtained. Non-admitted means the insurer is not licensed as an admitted insurer in the state of placement.

Layr Holdings, Inc. operates withlayr.com and markets the Layr Apex platform and licensed support service. Public materials describe Layr handling sales, service and support while its brokerage customer keeps the broker-of-record relationship; they do not identify Layr as the insurer underwriting every policy. 28,20,21,24Company-reported. Entity and functional roles in current public materials. The precise producer role can depend on the partner arrangement and proposed policy.

The reviewed sources identify Layr Holdings, Inc., its leaders and several investors, but do not disclose a current controlling parent or ownership percentages. 28,29,31Not found in reviewed sources. Current website operator and public ownership review. Investor participation is not treated as control, and no independence claim is made.

Layr says a participating brokerage can offload small-business sales, service and support to Layr while retaining broker-of-record status and 100% of its commissions. 21,25Company-reported. Broker-facing Layr Apex arrangement as marketed publicly; actual allocation of duties and compensation depends on the brokerage agreement.

Application process

You can request a quote by providing business, revenue, state, operations and coverage details; the form starts an inquiry and does not show a premium or issued policy. 2Company-reported. Browser inspection of the blank homepage footer form. No data entered or submitted, so later application, quote, payment and binding screens were not tested.

Harper says its internal Hub software helps staff complete forms, identify markets and manage client communication; the launch announcement describes greater automation as a future direction. 7Company-reported. Founder-authored description hosted by the accelerator; not independent verification of automation quality or a buyer-facing software subscription.

Harper says AI extracts document details, drafts messages and organizes follow-up, while licensed staff and carriers review eligibility and binding decisions; automated marketing does not mean a machine approves coverage alone. 4Company-reported. Privacy sections 3 and 8; stated controls only. No audit of model accuracy, staff review or underwriting delegation.

Before uploading sensitive records, understand how Harper uses them: its privacy policy says applications and loss data help train Harper’s models, while enterprise AI vendors say they do not train foundation models on customer data. 4Company-reported. Sections 2, 7 and 8. Company-reported data handling, not an independent privacy or security certification.

Do not rely on a text message to start or change coverage: Harper’s terms require written confirmation from Harper and the insurer, and text quotes remain subject to underwriting. 3Company-reported. Section 11, effective August 24, 2026. Does not establish a particular insurer’s required payment or signing sequence.

Harper advertises a 24–48-hour placement time, but it is a company estimate rather than a deadline; ask what approvals and documents remain before relying on a start date. 14Company-reported. February 26, 2026 marketing claim, not independently measured. Current homepage refers to same-week answers, a different milestone; neither is a binding service-level guarantee.

Layr describes an online workflow in which a small-business owner assesses and selects coverage, pays, and then has the submission sent to underwriting. Current pages use different speed claims—10 minutes on New Business Capture and 12 minutes in a 2024 announcement—so neither figure establishes the time to receive or bind an actual quote. 23,30Conflicting sources. Company-described digital workflow. No form was completed and no quote, payment or underwriting decision was requested during research.

Servicing and renewals

Harper says it can classify payroll by employees’ duties and prepare premium-audit information for workers’ compensation; audits can change the premium, and this is not a guarantee that cost stays fixed. 11,19Company-reported. Public payroll and audit service description; not independently tested, and state employee thresholds are deliberately not generalized.

If another agent refers you, confirm who will be your ongoing contact: Harper says it owns the account and handles placement, service, renewals and claims, while the referring agent has no service duties. 16,15Company-reported. Distinct advertised programs; not assumed contradictory or contractually identical. Account ownership is the program’s language, not a finding that a buyer cannot change brokers.

Harper’s portal advertises policy, certificate, payment and application-status access; customers need an invitation and should ask support about features available after sign-in. 17Company-reported. Public entry page viewed and captured without authenticating, requesting an invitation or supplying contact information.

Harper describes policy reviews and renewal reminders, but not a guaranteed renewal price or a commitment to shop every policy; agree on the renewal plan with your team. 18,3Company-reported. Company service statements; no customer service agreement or renewal proposal inspected.

Layr markets a white-labeled portal with licensed support and broker dashboard updates for policies, renewals, claims and payments. A company release also describes policyholder access to documents, quotes, claims, certificates, bills and electronic payments. 24,31Company-reported. Company-described platform functions. No authenticated broker or policyholder account was accessed, and no service-time commitment was independently tested.

Layr says its team gathers updates, negotiates renewal terms with underwriters and finalizes renewal documents. It describes automatic-renewal policies as hands-free and says customers whose policies need updated information are alerted 60 days before renewal. 25Company-reported. Current FAQ description. It does not state the notice needed to stop an automatic renewal or guarantee a renewal offer.

Fees and compensation

A licensed referral agent may receive 50% of Harper’s commission 60 days after settlement, according to Harper Partners; this is a share of commission, not a discount on your premium. 16Company-reported. Current licensed-agent referral program only. Illustrative dollar amounts not treated as fee quotes; cancellation/nonpayment clawbacks apply. No implication that Spot participates.

Get premium, taxes, fees and financing charges itemized because reviewed Harper pages do not disclose buyer fees or account-specific commission rates; a free partner signup does not mean insurance is fee-free. 16,18,10,3Not publicly disclosed. Reviewed referral terms, pricing-transparency article, GL cost FAQ and messaging terms. No hidden fees is marketing, not a zero-fee promise; SMS cost statement applies only to messages.

Layr's current broker FAQ says Layr receives a percentage of premium while the brokerage keeps 100% of commissions. A separate consumer-facing disclosure says carriers pay Layr a commission and businesses may pay a finance fee of up to 20% of premium. The pages do not reconcile which arrangement applies to a particular broker, policyholder or payment plan. 25,27Conflicting sources. Two public compensation descriptions for different apparent audiences. Actual agreements and itemized charges were not available.

Layr's consumer-facing compensation disclosure says a business that uses its monthly credit-card payment arrangement can pay a percentage-based finance fee of up to 20% of premium. The page does not provide an account-specific rate, total repayment or cancellation terms. 27Company-reported. Public compensation disclosure; current applicability to every Layr Apex implementation or payment option is not established.
