Does Commercial Umbrella Cover General Liability?

Often—a commercial umbrella can add limits above a scheduled general-liability policy, but the underlying limits must meet the umbrella’s requirements and the claim must fit both policies’ terms.

Triple-I describes umbrella limits as sitting over scheduled underlying policies, typically including general liability, and California’s regulator says umbrellas cover amounts above basic liability limits. These descriptions do not establish that every CGL claim is covered by every umbrella.
