At-Bay vs
Cowbell: How Do They Compare for Business Insurance?
Technology firms can compare At-Bay’s combined E&O and cyber with Cowbell’s distinct programs, including Prime Tech; Cowbell’s eligibility and insurer vary by program.
An Overview of At-Bay and Cowbell
A software company raising its limits should compare At-Bay’s combined Tech E&O and cyber against Cowbell Prime Tech, not Cowbell’s cyber-only programs; the latter do not establish a professional-liability match. 2 29 22 Choose At-Bay if one combined product meets the technology and cyber need; choose Cowbell if Prime Tech’s actual wording and appetite fit your company.

At-Bay’s public review evidence is thin: one old G2 review and a BBB complaint record. It is not enough to judge day-to-day service or claims handling.

Start with the Appropriate Primary Policy
Cowbell distinguishes admitted Prime 100/Prime 100 Pro from non-admitted programs such as Prime 250 and Prime Tech. Its materials name different insurers by program. At-Bay’s disclosed route uses non-admitted insurers, and its historical carrier transition concerns eligible Cyber and Tech E&O business. Insurer status and form selection therefore need to be attached to an actual proposal, not the brand alone. 25 26 29 5 11
Excess Coverage Needs Its Own Review
Cowbell markets Prime Tech Plus as excess technology E&O/cyber, while At-Bay advertises primary and excess technology appetite. Ask the broker to identify the underlying policy and where the excess form follows or changes its coverage. An advertised maximum limit does not establish that a particular layer can attach to your existing program. 30 2
Security Services Are Not Uniformly Included
Cowbell’s resiliency catalogue mixes complimentary services, trials and subscriptions. At-Bay distinguishes Stance access under the Embedded Security Fee and Endorsement from separately purchased MDR. Map each service against your existing security stack and assign responsibility for alerts, activation and renewals; neither catalogue proves a better incident outcome. 35 7
What Should You Confirm in At-Bay and Cowbell Quotes?
Ask for the exact primary and excess product names, insurers, California eligibility, shared aggregates and response-vendor conditions. Compare included service periods and recurring costs, then record incident reporting contacts from each policy. Both companies describe claims assistance, but those descriptions do not establish payment decisions or claims quality. 34 8
At-Bay vs Cowbell Services Compared
What each provider documents about the services you may need
| Criteria | At-Bay | Cowbell |
|---|---|---|
| Access to insurers | Do not assume a past carrier announcement identifies today’s insurer: At-Bay’s 2023 announcement said eligible new E&S Cyber and Tech E&O would use At-Bay Specialty Insurance Company, but it does not settle a current California quote or MPL issuer. 11Company-reported. Historical announcement effective August 7, 2023; no buyer-specific policy reviewed. Ask who will issue your MPL policy: the current product page names no insurer, and a 2023 announcement naming United Specialty Company does not establish the present carrier or California availability. 4,13Not found in reviewed sources. Current issuer not established; preserve source spelling without converting historical brand wording into a verified legal-entity record. | Ask which insurer is on your declarations: Cowbell names Palomar for Prime 100/100 Pro, Palomar and Chaucer for Prime 250, Chaucer for Prime One, and more general carrier descriptions for excess, Tech Plus and Select Plus. 24,25,26,27,28,30,31,20Company-reported. Named paper providers in the current reviewed product materials. The quote and policy must identify the actual insurer for a specific product, state and account. |
| Availability | California buyers should still confirm their product’s eligibility: At-Bay lists license 0L73812 for At-Bay Insurance Services LLC, but this company disclosure was not independently checked and does not establish a specific policy is available. 5Company-reported. California producer route; no regulator record retrieved. Get written California eligibility for your exact business and product before planning around a quote; reviewed product pages do not establish a current California issuer, and MPL has state restrictions. 5,2,3,4Not found in reviewed sources. Reviewed official HTML product pages and license table on September 16, 2026; current linked appetite PDFs could not be retrieved. | Confirm the exact product and state before applying: Cowbell publishes licenses for all states and DC, but current product availability differs—Prime 100 Pro is listed in 47 states, while Prime 250 and Prime Tech describe broader surplus availability. 18,19,25,26,29Company-reported. Company-published U.S. licensing and current product availability. A California public lookup for the producer could not be completed, so the agency's current national license status was not independently confirmed. |
| Servicing and renewals | Eligible policies may include Stance monitoring, fraud defense, employee training and cyber-advisor access, but the Embedded Security Fee and endorsement apply; MDR is a separate purchase from At-Bay Security, LLC. 7Company-reported. Current service descriptions and footnotes; no claims of effectiveness or independent testing. You can buy optional MDR for endpoint and email protection, or MXDR for endpoint, email, identity and cloud; At-Bay says these can be bought beyond policyholders too. Confirm service eligibility and any conditional coverage enhancements or premium credits. 7Company-reported. Security services, not additional insurance coverage lines; comparable approved solutions may also qualify. Avoid an unwanted automatic renewal by confirming your dashboard route and deadlines: At-Bay describes rapid and manual renewals, and says rapid renewals bind automatically 15 days before expiry. 6Company-reported. Company-described workflow; no promise of unchanged renewal price or terms. | Cowbell pairs cyber coverage with risk ratings, policyholder insights, security connectors, training and resiliency support; included access may be limited or trial-based, while some services require a subscription. 35,24,28Company-reported. Current U.S. resiliency-services catalogue and cyber product overviews. Eligibility, third-party terms and whether a service is bundled depend on the policy and service agreement. Ask your agent how to request changes or cancel; Cowbell directs policyholders to agents for cancellations and agents to Cowbell for endorsements. Prime 100 renewal proposals start around 60 days before expiry; Prime 250 requires a signed application and underwriting. 33Company-reported. Current public FAQ for P100 and P250; other products and individual policy terms may use different servicing and renewal procedures. |
| Claims assistance | After a cyber incident, At-Bay describes an in-house claims team, breach coach, response partners and incident-reporting routes; this documents its stated process, not claim payment or service quality. 8,9Company-reported. Cyber incident process; confirm policy-specific notice obligations and consent requirements, including non-cyber E&O claims. | Cowbell says its in-house cyber claims team and response panel are available 24/7; have your policy number, incident date, details and contact ready. The issuing insurer and policy determine coverage and payment. 34,24,27Company-reported. Cowbell's current U.S. cyber claims-services page and product overviews; company-reported service description, not an independently measured outcome. |
| Fees and compensation | Add security charges separately when comparing total cost: Stance has an Embedded Security Fee and endorsement, while MDR is purchased separately from premium and broker charges. 7Company-reported. Does not describe included security as free or quote an unverified fee amount. Ask for the full price and compensation disclosure because reviewed At-Bay pages do not publish commission rates, broker arrangements or complete placement fees; this gap does not mean those charges are absent. 2,6,10Not publicly disclosed. Scoped review of listed public pages on September 16, 2026; not a site-wide or contractual finding. | Cowbell lists several payment methods and financing for direct-billed policies; credit cards carry a disclosed 2.99% processing fee, and financing terms are shown before enrollment. 33Company-reported. Current U.S. direct-bill FAQ. Agency-billed policies use different payment routes, and policy invoices control account-specific instructions. Request your broker’s compensation disclosure and itemized premium because reviewed US sources do not publish Cowbell’s producer commissions or universal premiums. 15,33,18,23Not found in reviewed sources. Review of Cowbell's U.S. terms, FAQ, licensing page and current product overviews as of 15 September 2026; this is not a finding that compensation or other fees do not exist. |
