Often yes. Chubb's primary K&R product includes all employees and their direct family members as insured persons, with cover running 24/7 and no requirement that anyone be traveling on business. Chubb says threats against employees and their families are a real risk whatever your travel patterns.

Not every form is that broad. If you're buying mainly to protect an executive's spouse or children, get the insured-person definition in writing and check age, residence and relationship limits before you bind.
