# Cyber Insurance vs. Data Breach Insurance: What’s the Difference?

Data breach insurance is usually a narrower policy that pays breach response costs; full cyber insurance can add lost income, extortion, data restoration and liability claims.

Data breach insurance is usually the narrower product: it pays to respond to a breach, while a full cyber policy can also cover lost income, extortion, data restoration and lawsuits. There's no fixed legal definition, though, so a policy sold under either name can include more or less.

The FTC splits cyber coverage into first-party costs (your own breach response and recovery) and third-party liability (claims against you). A policy marketed for data breaches may carry only some of those sections, each with its own limit.

Judge the quote by its insuring agreements, not its name. Check for privacy liability, response services, lost income, data restoration, vendor incidents, extortion, fraud and regulatory proceedings, then compare sublimits, waiting periods and retroactive dates. If one quote includes a protection the other lacks, ask the insurer to confirm it in writing.
